GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
The MSF movement is built around six operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar, and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics & Supply Chain Department.
GENERAL OBJECTIVE AND JOB ENVIROMENT
The Supply Chain Unit is part of the Logistics and Supply Chain department and consists of 13 professionals supporting the missions of MSF OCBA regarding their of supply chain. The unit comprises a diverse expertise, to ensure that it can support all different aspects of MSF´s supply chain: a group ensuring supply chain support for regular missions, a referent ensuring supply chain support for emergency interventions, and a group ensuring medical stock/pharmacy management support for both regular missions and emergency interventions. The focus of the unit is to ensure appropriate support and guidance to MSF
OCBA´s missions regarding their supply chain (including medical stock management), in collaboration with other relevant departments/units (operations, medical, logistical, financial), while working as one team
between HQ and field. The Supply Chain Unit has grown considerably in the last years, in terms of both number of staff members and support functions assumed. It has defined an ambitious improvement agenda for the coming years, comprising all relevant aspects of a supply chain, e.g. processes, continuous improvement, emergency response, collaboration with the field and system landscape.
The Supply Chain Co-ordinator is based at MSF-Spain HQ in Barcelona, as part of the Supply Chain Unit, and is accountable to the Head of Supply Chain. The main objective of the position is to lead the support group related to the regular missions´ supply chain. He/she is hierarchically responsible for the Supply Chain Referents (regular missions), functionally responsible for the supply-related Mobile Support Technician, sets priorities for the group and ensures that needs of operations are met. He/she ensures quality and consistent execution of field support and procedures. Additionally, he/she leads the unit´s efforts to support the development of our human resources in the field and HQ (related with supply). He/she maintains dialogue with other departments or entities within MSF to ensure alignment of priorities.
MAIN RESPONSIBILITIES AND TASKS
Scope of supply chain topics
- Planning & Forecasting.
- Local/international order management.
- Transport and importation.
- Local procurement.
- Logistical stock management/warehousing.
- Mission internal distribution.
- Order and budget calculation.
- Application and update of procedures & guidelines.
- Use and development of management IT tools.
- Organizational set-up at mission level.
- Performance management and continuous improvement.
Leadership of the regular missions´ supply chain support group
- Leads the group, has hierarchical responsibility towards Supply Chain Referents (regular missions) and functional responsibility towards supply chain-related Mobile Support Technician; ensures clear prioritization and distribution of tasks, in alignment with operations priorities and supply chain improvement agenda.
- Is in charge of HR & planning related matters for the team (job profiles, selection, on-boarding, career planning, trainings, evaluations, planning field visits, holidays, other).
- Ensures quality and consistent execution of field support, as well as application of up-to-date procedures in the field.
- Defines and follows up the annual plan, budget and execution for the Supply Chain Unit (to be validated by Head of Supply Chain) and provides reporting towards senior management.
- Contributes to mid/long term strategy for MSF OCBA supply chain.
- Leads specific projects and improvement themes.
HR & Training towards field
- Leads efforts by the Supply Chain Unit to support recruitment and retainment of supply chain professionals on all levels through promotion of these functions towards the external world (including academic relations), team building across field and HQ, direction setting in terms of training, and follow-up with our field staff regarding their professional development.
- Follows up supply related positions (field & co-ordination level) in collaboration with pool managers/HR department & participates in revision of supply chain related job profiles (in collaboration with HR dept).
Field support
- Gives direct support towards limited amount of missions (in line with Job Description for Supply Chain Referents regular missions).
COLLABORATION & COMMUNICATION LINES
- Across the Supply Chain Unit regarding field support execution and optimization topics.
- With colleagues from other departments/units within OCBA (operations, medical, logistical, finance) regarding collaborative processes/topics (multi-level, mission co-ordination, cells, middle management of other functional departments).
- With Procurement Advisor based in Nairobi regarding mission specific local & regional procurement issues.
- With European Supply Centre (supplier management): middle management/order/transport operators.
- With other Operational Centres and International Office: middle management and experts.
- Intersectional: participation in intersectional supply chain platforms at middle management level (e.g., Sexi, Mini-quartet).
- Intersectional: based on demand participation in intersectional projects.
SELECTION CRITERIA
Education and experience
- Degree in Supply Chain, Engineering or similar.
- Minimum 7 years’ experience in supply chain management, of which at least partly in humanitarian organizations.
- Experience with people and organizational management.
- Fluent written and spoken English. Additionally French and/ or Spanish would be an asset.
CONDITIONS
- Position based in any MSF-OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
- Occasional visits to the field (estimated 2 max 3 times per year).

- Annual gross salary: HQ 4B (12 months payments) + secondary benefits, based on OCBA Reward Policy.
